MicroStrategy and Questra Corporation Establish Premier Partnership

Clients to Benefit from Rapid Implementation of Innovative Intelligent E-Business and CRM Solutions

Vienna, VA and Rochester, NY — December 15, 1999 — MicroStrategy® Incorporated (NASDAQ: MSTR), a leading worldwide provider of Intelligent E-Business™ software, and Questra Corporation, a rapidly growing Internet Systems Integration firm, announced today that Questra is the first company to join MicroStrategy’s Premier Partnership Program. As a Premier Partner, Questra will work closely with MicroStrategy to aggressively target mid-market companies, defined as organizations with annual revenues of less than one billion dollars.

Questra is already at work implementing a sophisticated data warehouse and decision support system that is based on MicroStrategy’s Intelligent E-Business Platform for ChoicePoint, Inc. (NYSE: CPS) an Atlanta-based provider of decision-making intelligence to consumers, industry and government. “We are very pleased with the consulting and integration services Questra has provided for ChoicePoint’s new e-business initiative,” said Marco Piovesan, a ChoicePoint eCommerce manager. “Questra’s high-level of expertise and client services have been critical components in the success of this project.”

To achieve a successful partnership, Questra and MicroStrategy will implement a set of partnership initiatives during the next 12 months. Questra will certify 20 consultants on MicroStrategy’s products through its Open Doors Training Program. In addition, Questra will assign a dedicated MicroStrategy business development manager in each region and train its entire sales force on MicroStrategy’s products. Questra plans to actively market and promote solutions based on MicroStrategy’s suite of products, reselling them as part of an overall solution for clients. Questra will also work closely with MicroStrategy to incorporate best practices into its AccelerateTM rapid solutions delivery methodology.

MicroStrategy will develop marketing and lead generation programs targeted at middle market companies. MicroStrategy will also assign a dedicated partnership manager to facilitate engagements with MicroStrategy’s sales, marketing and consulting services organizations, to enable the partnership to achieve the desired business objectives. Questra will become a preferred partner for co-delivering with MicroStrategy on e-business projects to Fortune 1000 companies that are being led by MicroStrategy Consulting.
